Ⅷ. Competition Method
1. In accordance with the World Athletics Federation Competition and Technical Rules, World Athletics Federation Sign Road Running Event Rules, Chinese Athletics Association Road Running Management Documents (2023 edition), Chinese Athletics Association road running event guide and the relevant regulations of this competition.
2. In accordance with the Notice on the Participation of Disabled Athletes in the National Marathon and Related Sports Events by the Chinese Athletic Association, disabled athletes who meet the competition conditions are allowed to participate in this competition (participants must gather and record in the area designated by the Organizing Committee, and set out at the same time).
3. Match record
1) The time for all players to check in is 06:30-07:45 am on November 18, the competition day. Please arrange the travel time reasonably and arrive at the designated starting line at least 60 minutes before the race. After the player passes the number bib inspection, the competitors enter the corresponding assembly area according to the competition event. Excellent players must go to the starting line for special inspection area 40 minutes before the competition, and must present the original athlete registration card or ID card when recording.
2)All participants must wear the race bibs correctly throughout the race. Marathon and Half Marathon participants each have 2 race bibs (one big and one small). The big bib should be worn on the chest, and the small number should be used for storing clothes. Mini Health Run participants each wear a bib number on their chest.The bib is a valid proof for participants. Do not cover the bib with clothing, waist pack and other items. If a player folds, covers, tears or damages the bib without permission, he or she will be disqualified from the competition and will not be allowed to enter the competition. Those who do not wear the bib chip according to the regulations, resulting in no score recorded at the timing point, will cancel the race result. Any player who changes, makes, transfers or sells the bib without permission will be punished according to the rules of this event, and the original bib holder shall take full responsibility for all accidents.
4. Assembly sequence
This competition is organized in the order of marathon (excellent runners, public runners), half marathon, mini health run, and the distance between each event is 20 meters. Non-racing wheelchair riders must start at the end of the public race area.
5. Issue an order
This competition adopts the method of starting all events at the same time with one shot. If a competitor starts illegally (including wrong start and false start), he will not be stopped, and the referee will cancel his result directly after the race.
6. Match timing
1) Induction timing is adopted for marathon and half marathon. The induction timing chip will start timing when the runners pass the starting line, and the mini health run will not count the results.
2) There are timing sensing carpets at the starting line, every 5km point, the far turn back point and the finishing line. Runners must pass all the ground timing sensing carpets one by one during the running process. Results that complete the race within the closing time but lack any timing points will not be ranked. In addition to the starting line, the error of the two timing chips in multiple timing sensing points is less than 0.1 seconds, which will also cancel the results of the stakeholders.
3) The timing chip will be issued together with the bib and other items at the site of collection. The one-time timing chip will be used in this contest, and no chip deposit will be charged.
7. Closing distance and time
In order to ensure the safety of the participants, the social traffic is closed for a limited time. Each section of the race route has a special closing time. At the closing time, the timing carpet at the corresponding kilometer point will stop working, and the corresponding section will resume social traffic. Participants who have not completed the corresponding distance within the prescribed closing time must immediately stop the race and exit the track to avoid danger. Participants who withdraw from the race wait for the assistance bus provided by the Organizing committee or take public transport to the finishing line.

8. Access jacket
1) Before the race, participants will store their clothes in the designated area at the starting line and collect their clothes in the corresponding area after arriving at the finishing line. The Organizing committee advises players not to store valuables in the bag (such as mobile phones, valid documents, cash, various keys, credit cards, ipads, etc.). In case of damage or loss, all consequences shall be borne by the players themselves.
2) At the starting line of the competition day, the organizing committee will close the registration jacket 15 minutes before the shooting, please make time arrangement. Half Marathon participants should collect personal storage items at the designated area before 12:00 on the race day, and marathon participants should collect personal storage items at the designated area before 15:00 on the race day. If you do not collect it in time, you can collect it from the event organizing committee within 5 days after the race (if you need to mail it, the cost will be borne by the player himself). If you do not claim within the time limit, the organizing committee will treat as no claim.
3) Mini Health Run does not provide item access service.
9. Beverage, drinking water, water and energy supply stations
Drink/water station, drink/water station: There is a drink/water station approximately every 5 km distance from the starting line, and there is a drink/water station in the middle of the two drink/water stations.

10. Toilet
The organizing committee will set up mobile toilets at the starting line, along the race route (from 5km to the finishing line at an interval of 2.5km) and at the finishing line of each event.
11. Medical aid
1) The Organizing committee will set up fixed medical stations at the starting line along the race route (every 2.5 km from 5 km) and the finishing line of each event.The on-site medical staff has the right to terminate the contestant and collect his bib number according to his physical condition.If the competitor does not follow the advice of the medical staff, the track referee will advise the competitor to stop the race and get on the shelter car.
2) The Organizing committee will set up mobile AED medical rescue service along the track.
3) The Organizing committee will set up first-aid volunteers along the course to assist in medical rescue and maintain race order. Participants can ask them for help at any time. During the event, if the contestant loses consciousness, the first aid volunteers of the Organizing committee will be automatically entrusted to take all means of first aid, including but not limited to CPR, AED external defibrillation, and renting a vehicle or aircraft for rapid transport. The resulting legal liability and accompanying costs shall be borne by the contestants themselves, and no legal or economic responsibility shall be pursued for the first aid volunteers involved in the rescue.
12. Doping control will be carried out in accordance with the relevant regulations of the World Association of Athletics Federations and the Chinese Athletics Association.
13. For other specific requirements and arrangements of the race, please refer to the Official Manual of 2023 Xichang Qionghai Wetland Marathon and relevant instructions.
IX. Rankings and awards
A. Awards based on ranking of the marathon
1. Race record-breaking awards (according to the gun time)
1) Men's Marathon: within 2:12:48 (not included), 50,000 CNY will be awarded (only for the 1st place).
2) Women's Marathon: within 2:30:26 (not included), CNY 50,000 ((only for the 1st place)).
3) The record-breaking award is a personal award, according to the Individual Income Tax Law of the PRC, the prizes is subject to 20% personal income tax.
2. Awards based on ranking (the top 8 male and female athletes shall be based on the gun time results, and the 9th-200th place shall be ranked according to the net timing results) The top 200 male and female athletes shall be admitted respectively, and the top 8 athletes shall be awarded with prizes, as shown in the table below (unit: US dollars, and the equivalent value of CNY shall be issued according to the exchange rate of the day of the race).the 9th place will be awarded with a prize of CNY 1500.the 10th place will be awarded with a prize of CNY 1000.the 11th to 50th will be awarded with a prize of CNY 400.the 51st to 100th will be awarded with a prize of CNY 300.the 101st to 200th will be awarded with a prize of CNY 100.

3. Marathon Team Ranking Award
In line with the registration requirements of the marathon event, each group can organize its own men's and women's teams, with each team consisting of 6 athletes (of the same gender) and named by itself (the team’s name is limited to 6 words). The team’s name should be filled in during registration. According to the final result of each team on the day of the event, the sum of the net timing results of the first 5 finishers within the cutoff time (6 hours and 15 minutes) is the final result of the team, which will determine the ranking of the team (teams with less than 5 finishers will not be counted as a team), and the one with the least final result will be ranked first (i.e. the one with the minimum sum figure will be ranked first). If the final results are equal, then the first finisher of the team's net time at the finish line will be compared, and the one with the lowest net time will be ranked first, and so on. According to the final results, the top ten teams of men and women will be recognized, and each team will be awarded the corresponding prizes (see the table, unit: CNY/yuan), performance certificate and a trophy (mailed uniformly after the race).

The Organizing committee of this race has set up a prizes for the rankings of the marathon project of Liangshan Prefecture Native Athlete which will be ranked according to the net timing results, and the top 30 men and women will be awarded with prizes, and the top 10 will be awarded with prizes, as shown in the table below (unit: CNY/yuan). the 11th-20th places will be awarded with prizes of CNY 300 yuan each. the 21st-30th places will be awarded with prizes of CNY 200 yuan each.

3. Half Marathon Team Ranking Award

C. All individual prizes listed above are individual awards and the prize money is subject to a 20% personal income tax. In addition, in accordance with the relevant WAAF rules, the top five winners of the marathon events of the Elite Label Events will be subject to a 2% tax on the total prize money announced (before any penalties and taxes) as a contribution to the Anti-Doping Fund by the Elite Athletes and the Athletes' Agents. The Organizing Committee will deduct the contribution from the prize money paid to the runners and pay it directly to the WAAF.
D. All of the above individual awards (except for the team competition prizes) will only be awarded according to the highest individual award standard, and the prizes will not be duplicated and accrued.
E. Ranking admission method
On-site prize money will not be distributed. prizes will be awarded to winning participants within 30 business days after the event (participants subject to doping tests must await the release of the doping test results before receiving their prizes). Any participant reported to have violated competition rules or regulations, or found to have violated doping regulations after investigation and verification, will have their results, rankings, and rewards revoked, and their revoked rankings will not be supplemented.
F. Trophies and medals will be awarded on-site to the first three male and female participants in the Marathon and Half Marathon events, respectively. Prize winners must provide their valid bank account number, a photocopy of their ID card with their signature, and a contact telephone number at the time of receiving the award.
G. Participants who complete the race within the cutoff time may collect the finishing items and finisher's medals (Marathon and Half Marathon events) or finishing items and commemorative medals (Mini Marathon event) upon presenting their valid race labels.
H. The results and rankings of the Mini Marathon event will not be taken into account.
I. Participants who complete the race within the cut-off time can check their results on the “Shuzixindong" app 24 hours after the end of the race, following the designated route. Participants outside the top 20 in each category can also download a certificate of achievement. The certificate includes split point results, gun time results, net timing results, and more. Failure to register a result at any of the designated timing points will be considered as non-completion of the race, resulting in no ranking and no issuance of a certificate of achievement.
X.Participation Requirements
A. Age Requirements for Participants:
1. Marathon participants must be 20 years of age or older (born before December 31, 2003).
2. Half Marathon participants must be 16 years of age or older (born before December 31, 2007).
3. Mini Marathon participants have no age limit, and children under 13 years of age (born after December 31, 2010) must be registered with their household registration book by at least one parent. The parent must register with valid identification such as an ID card, passport, or military officer's card.
4. Participants under 18 years of age (born after December 31, 2005) and those over 65 years of age (born before December 31, 1958) must have their guardian or legal representative sign a participation declaration form in order to receive race materials and participate.
B. Health Requirements for Participants:
1. Road Race is a challenging sport that involves certain risks. Improper exercise may lead to various degrees of physical injury or even life-threatening situations. Therefore, participants in the marathon event should be in good physical health and have a basis of regular running exercise or training. Participants should undergo a medical examination at a qualified medical institution (including an electrocardiogram and cardiac color ultrasound examination) and assess their physical condition based on the medical examination report to confirm whether they can participate in the long-distance running competition and activities.
2. The following individuals are not suitable to participate in the events of this competition:
1) Patients with congenital heart disease and rheumatic heart disease.
2) Patients with hypertension and cerebrovascular diseases.
3) Patients with myocarditis and other heart diseases.
4) Patients with coronary artery disease and severe arrhythmia.
5) Patients with abnormally high or low blood sugar levels.
6) Those who have had a cold within two weeks before the competition.
7) Those who have donated blood within two weeks before the competition.
8) Those who have consumed excessive amounts of alcohol or experienced lack of sleep the night before the race.
9) Pregnant women.
10) Individuals infected with the novel coronavirus or experiencing symptoms such as fever, dry cough, fatigue, loss of smell or taste, nasal congestion, runny nose, sore throat, conjunctivitis, muscle pain, or diarrhea, and have not sought medical treatment to rule out COVID-19 infection.
11) Other individuals with health conditions unsuitable for exercise.
During the competition, personal injuries and property losses caused by personal physical conditions and other personal reasons are the responsibility of the participants. The route of this event, the race replenishment stations, and the race toilets are not suitable for the participation of skateboarders and roller skaters. In order to fully protect your personal safety, the organizing committee reserves the right to disqualify the aforementioned individuals from participating. Additionally, there is no competitive wheelchair group in the race, and competitive wheelchairs are not allowed on the track.
C. Participants Not Eligible for Registration:
1. Athletes who have been suspended by the Chinese Athletics Association for violating the rules of track and field competitions and related event regulations.
2. Participants who have been suspended by the organizing committee for violating the relevant regulations of the events organized by the organizing committee and the operating organization.
D. Registration Regulations:
1. The total number of participants for this event is 21,000, including 5,000 slots for the Marathon (with a team competition), 6,000 slots for the Half Marathon (with a team competition), and 10,000 slots for the Mini Marathon. Participants can only register for one category, and registration will close once all slots are filled.
2. All participants must register and complete the online payment within the specified time on the official WeChat account "Xichang Qionghai Wetland Marathon" or the "Shuzixindong" app. For specific registration methods and procedures, please refer to the "2023 Xichang Qionghai Wetland Marathon Registration Instructions" published on the official event WeChat account.
3. After the registration deadline, the organizing committee will match the race numbers for the qualified participants. After the race number matching process is completed, participants can check their race numbers on the official WeChat account "Xichang Qionghai Wetland Marathon" or the "Shuzixindong" app.
4. The allocation of the number of participating slots for title sponsors, sponsors, partners, official media, and elite players is centrally coordinated by the organizing committee.
5. Race Packet Pickup
All qualified participants are required to collect their race packets at the designated location by the organizing committee. Participants must collect their packets in person with a valid ID (no collection by proxy is allowed). Specific time and location details will be announced on the official WeChat account "Xichang Qionghai Wetland Marathon" one week prior to the race. Participants are advised to arrange their packet collection time accordingly as race day collection will not be possible.
E. Registration Fees
1. The registration fee for the full marathon and half marathon is 150 CNY per person, and for the Mini marathon, it is 50 CNY per person.
2. The organizing committee reserves the right to decide whether to accept registrations based on the registration situation and has the authority to disqualify participants who use false information to register. Once registered successfully, participants cannot change their event category. The registration fee is non-refundable and non-transferable, and the slot is strictly for the registered participant only.
F. Registration Method for Disabled Participants
The registration method for disabled participants in this race follows the relevant provisions of the "Notice on the Participation of Disabled Athletes in National Marathon and Related Sports Events" on the official website of the Chinese Athletics Association.
1. Disabled participants (non-racing wheelchairs) must meet the age and health requirements for participants in the Xichang Qionghai Wetland Marathon and pay the registration fee according to the registration requirements.
2. Before the race starts, visually impaired, hearing impaired, intellectually disabled, and upper limb disabled participants will assemble and start in the corresponding sections with able-bodied participants. Non-racing wheelchair participants must start at the very end of the general participant section.
3. During the race, to ensure the safety of all participants, visually impaired participants must have a guide runner accompanying them throughout the race, and other disabled participants are also encouraged to invite guide runners to participate. Guide runners must be selected from the participants registered in this event.
XI.Penalties
1. To strengthen the management of the race's atmosphere and discipline, the event organizing committee strictly prohibits the unauthorized transfer (sale) or acceptance of the transfer (purchase) of race slots. All forms of race labels swapping, unauthorized running, counterfeit race labels usage, or use of non-event race labels to participate in the race are strictly prohibited. Upon discovery of any violation, the offenders will be permanently banned from participating in all events organized by the Xichang Qionghai Wetland Marathon organizing committee, and additional penalties will be submitted to the Chinese Athletics Association for further action.
All consequences arising from unauthorized running, counterfeit race labels usage, or any related violations will be the sole responsibility of the offenders. In cases where such actions result in financial losses or serious impacts, the organizing committee reserves the right to pursue legal action against the violators.
2. During the race, the organizing committee will conduct video surveillance at the starting point, turning points, the entire course route, and the finish line. In the event of any of the following occurrences during the race, the organizing committee will impose penalties based on the severity of the situation, including but not limited to disqualification from the 2023 Xichang Qionghai Wetland Marathon, banning from participation for 1-2 years, and lifetime bans.
3. The committee will also report to the Chinese Athletics Association for additional sanctions:
1) Providing false age information during registration or having someone else run on behalf of the registrant after registration.
2) Participants carrying timing chips of others or a single participant carrying two or more timing chips (including male participants carrying female participants) during the race.
3) Starting the race in a non-designated area and not following the specified starting order.
4) Engaging in false starts or any other behavior that violates the rules at the start.
5) Continuing the race after the cut-off time or rejoining the race after quitting.
6) Failing to complete the entire course of the registered event as per the specified route, taking shortcuts, or using transportation during the race.
7) Completing the race in a relay format.
8) Repeatedly crossing the finish line as per regulations, not completing the entire course but collecting race completion materials or medals at the finish line.
9) Falsifying race labels, using race labels from other races, and collecting race completion materials or medals at the finish line.
10) Illegally altering or covering up race labels for participation or transferring race labels.
11) Engaging in uncivilized behavior, disobeying the instructions of race officials, disrupting the event, fighting, or causing disturbances.
12) Violating anti-doping regulations during the race.
13) General participants taking and consuming elite participant beverages placed on red tablecloths.
14) Any other behavior that violates the race rules, regulations, sportsmanship, or affects public safety.
XII. Insurance
For this competition, the organizing committee will purchase personal accident insurance for all participants and staff during the competition. The policy will be based on the registration information. If incomplete or untrue registration information leads to the inability to purchase insurance or renders the insurance invalid, the participant will bear the responsibility.
Special Announcement:
1. The insurance purchased by the organizing committee is personal accident insurance. Any adverse consequences resulting from self-inflicted illnesses or bodily reasons (including but not limited to chronic illnesses, latent diseases, inadequate physical endurance, etc.) that are ultimately determined by the insurance company to be outside the scope of compensation will be borne entirely by the participant, including but not limited to medical treatment costs, loss of income, disability compensation or benefits, death compensation, and any resulting legal liabilities and consequences, which are not the responsibility of the organizing committee. Therefore, participants are advised to carefully consider their registration for the race.
2. The organizing committee provides on-site first aid treatment free of charge during the competition, and any related expenses incurred during hospital treatment are the responsibility of the participant.
3. Participants who cause personal injury or death due to the use of stimulants or other prohibited substances during the competition are solely responsible for their actions.
4. In order to ensure the safety of the participants, race referees and staff authorized by the organizing committee have the right to terminate the race for participants who are clearly unable to continue.
XIII. Technical Delegates and Referees
1. The Chinese Athletics Association will appoint race supervisors, technical representatives, and technical Delegates for the race area.
2. Other referees will be selected by the Sichuan Athletics Association and the Xichang Municipal Education and Sports Bureau.
